Our team of more than 60 deeply experienced healthcare and consumer packaged goods executives is led by the group below. This leadership team has collaborated for more than a decade, creating innovative capabilities that start with understanding the consumer and end with improved health and increased patient satisfaction at highly attractive ROIs.
Board Chairman and CEO
Judd brings 38 years of business leadership and health care innovation experience to the team. His 25-year career at Procter and Gamble taught Judd how to drive growth by linking consumer and marketplace insight to strategy and execution.
As part of his role as the CEO of The Cincinnati Consulting Consortium, Judd spent more than a decade working with TriHealth (a five-hospital traditional health system) to create and perfect what is now Persensus Health Solutions’ Consumer-Centric approach to strategy and improving clinical outcomes.
Judd has previously served as a Director on four other company Boards. He also served on the non-profit Board and Executive Committee for Boy Scouts of America’s Dan Beard Council for 16years and has been active in his community, serving on various School Board and City Council Boards and Commissions. He is a proud alumnus of the University of Cincinnati.

COO TriHealth and Persensus Director
Terri Hanlon-Bremer, MSN, RN, has been TriHealth’s Chief Operating Officer (COO) since June 2022, after previously serving in the role of Senior Vice President (SVP) of Employer Solutions and Population Health.
As TriHealth’s COO, Terri works closely with clinical and administrative leadership teams to continue to elevate operational performance system-wide while helping to drive continued integration and acceleration of TriHealth’s population health strategy.
She has proven herself to be a true trailblazer and early adopter of “Consumerism” over the last decade, championing many of the capabilities that are now part of Persensus Health Solutions.
As a Director at Persensus Health Solutions, Terri is laser-focused on ensuring Persensus’ capabilities and innovations fulfill the Triple Aim Plus One – better care, better health, and better value, plus an enhanced practice and work environment.
Terri has won numerous regional and national awards and recognition for her achievements at TriHealth, including Modern Healthcare’s 2022 Top 25 Innovators Award.
Advisor to CEO TriHealth and Persensus Director
Will played an instrumental role in the founding of Trihealth. As a former Chief Operating Officer, he has a deep understanding of how health systems work, overseeing operations for virtually all the clinical services provided by TriHealth, including hospital operations, ambulatory services, physician practices, population health, corporate and senior services. He has also had accountability for IT and Human Resources at TriHealth for more than a decade.
Will led the formation of TriHealth’s primary care division through the acquisition of multiple primary care groups in the early 2000s. An expert in change management, he transformed a collection of independent primary care practices into a high functioning primary care group practice that served as the foundation for the TriHealth Population Health Organization (TPHO) that has been nationally recognized for outstanding cost and quality performance by payers like Anthem and United.
As a Persensus Director, Will is instrumental in the development of new capabilities for testing and validation within TriHealth and then inclusion in Persensus’ suite of health- system-proven approaches.
